With over 50 years of combined Corrections experience, Gould Consulting LLC is a partnership between

Jason and Barbara Gould.  

Jason Gould is the Major of Operations and Restorative Justice at the Genesee County Sheriff’s Office in Flint, Michigan. His career spans more than 30 years in public service- with roles as a Paramedic, Corrections Officer, Sergeant, Lieutenant, Jail Administrator, and Major. As Jail Administrator, Jason oversaw daily jail operations and was one of only four Michigan officials to earn national certification as a Corrections Executive—completing over 200 hours of advanced training through the International Jail Institute and National Institute of Jail Operations abc12.com+5grandblancview.mihomepaper.com+5opengovpay.com+5.

In his current leadership capacity, Major Gould plays a pivotal role in implementing innovative programs such as  I.G.N.I.T.E.® (Inmate Growth Naturally and Intentionally Through Education), which provides inmates with meritocracy-based education, job skills, and opportunities—leading to measurable reductions in misconduct and recidivism as documented by Harvard University, Brown University, and the University of Michigan grandblancview.mihomepaper.com+5boltsmag.org+5michiganjailroster.com+5.

He champions a progressive culture shift in law enforcement, aiming to transform arrest and custody into restoration.

Beyond his duties in Genesee County, Gould collaborates with national organizations like the National Sheriffs' Association and the Center for Naval Analyses. Through these collaborations, he supports system-wide transformation in law enforcement agencies by fostering restorative justice practices and meaningful culture change.

Barbara Gould began her career with the Genesee County Sheriff's Office (GCSO) in Flint, MI in 1997 as a Marine Officer.  In 1999, Barbara hired into GCSO as a full-time Corrections Officer.  Barbara quickly excelled in all aspects of Corrections and ultimately retired in 2018 after creating GCSO's state recognized and certified Local Corrections Officer Training program.   Barbara served as the Director of Training for the Michigan Sheriffs' Coordinating and Training Council from 2018 through 2022, overseeing training compliance for the 79 jails in Michigan.  Currently, Barbara writes national online training content, instructs at Corrections Officer Training Academies in Michigan, writes and instructs in-service training nationally, and provides wellness resources and training to individuals working or retired from high stress careers.
